When pages cannibalize each other, search engines can’t tell which one to show. Rankings swap back and forth between the pages, and none of them holds a stable position.
Pages that cover the same topic for different intents aren’t cannibalization. They’re parts of a topic cluster.
How to use it
If it’s a real case, pick one primary page. Refresh the other so it serves a different intent, or add an internal link from it to the primary page.
